Page speed clearly matters to SEO; Matt Cutts, the head guy at Google’s ‘webspam’ / SEO team, has done more than a couple interviews indicating that they are paying more and more attention to this variable. This is probably due a lot to the growth in mobile searches. Mobile devices pull websites over relatively slow data paths; so page speed matters a great deal. So, yes, pay attention to your website page speed, and also I do recommend you implement ‘responsive site design,’ as in WordPress that is very mobile-friendly. That is clearly a huge wave of the future.
However, do not put the cart before the horse here. Other factors, such as well-written, keyword-heavy tags (e.g., TITLE tags) matter MUCH MUCH more than small differences in page speed. And of course links / social mentions are very important (off page) SEO. So those factors should be dealt with first, before you move on to page speed issues.
