Q: As it is necessary to have Google Plus and Blogger to help with your ranking; is it a “necessary evil” to have a Yelp listing to rank?
Everything works together: your regular on page SEO, inbound links, social media mentions, social media profiles like Yelp, Google+, etc. So yes all of them are good. Just prioritize which ones are easiest, and most likely to help. If, for example, you are a local business, then being on Yelp and having an optimzied Yelp listing is a MUST. If you are not local, or your customers do not really use Yelp, then not so much.
Clearly the direction Google is moving in is one of social signals. It clearly pays more and more attention to Google+ pages, listings, personal profiles, followers, etc. – so definitely Google+ is the No. 1 social network for SEO. Blogger, per se, is just a platform – but what is important is the interconnections among your site and your social profiles, including Google+.
