Q: If your competitor complains about negative SEO, will you know who did this?
If a competitor complains against your site, via a Web Spam report in Webmaster tools, Google does not, to my knowledge, inform you of their identity. It is a secret rat-your-competitor-out-system. I personally think it’s pretty slimey of Google to build up this sort of system, but Google is a monopoly and clearly they have realized that having competitors rat out each other is a relative easy way to identify the SEO bad boys.
If you are complained against, and Google decides it’s a viable complaint, then you will receive a manual penalty notification in Webmaster tools. Read the notice and try to figure out what they want you to do / undo. Then do it, and submit a reconsideration request, also via Webmaster tools. They are pretty good about paying attention to these.
If you really want to fight fire with fire, and you know what competitor ratted you out, you can rat them out as well via your own Web spam complaint. I personally do not like to do this; rather, I focus on building high quality content for humans that is also SEO-friendly. But, my friend, welcome to the new world of negative SEO.
