Yes and no. Does it work? Absolutely. Churning out location-specific landing pages is one of the oldest SEO tactics, and it definitely works. However, if a competitor rats you out to Google via a Webspam report, then this strategy can provoke a manual penalty from Google. Google may see these pages as ‘doorway pages’ specifically created for the search engine.
So this is very much an ‘art’ of SEO tactic. How aggressive you want to be depends on your tolerance for risk. Technically speaking, I would say that Google is very much against this; but if you do nothing, your site may not perform at all.
