OK, you are asking about two different things here. So let me address each in turn. First, your question about ‘bad links’ and getting notified. If you are subject to a Google “manual penalty” then inside of Webmaster Tools you will receive a notification. Read this carefully, and try to comply with their demands. A “manual penalty” means a real person at Google actually looked at your site, and decided you were not in compliance, pushed a button and zapped your site way down the Google search results. The ONLY WAY to fix this is to get them to take you off the naughty list. So you fix what they are complaining about and then file a “reconsideration request,” again inside of Webmaster tools.
Your second question – Google Local. Local SEO optimization is at the crossroads between social media and search engine optimization. So the major tips here are a) set up a free Google+ Local listing for your company, including optimizing it to contain your target keywords. Cross-link it to your website, and make sure your website has your physical address and phone and that these are the SAME as on your Google+ Local listing. Also get other local sites (e.g., YELP, CITYSEARCH, BING LOCAL) to talk about you and connect to your site. Then GET REVIEWS. Getting local people to “review” you on Google+ Local is a HUGE factor in whether you show up for search results.
Finally, don’t forget local bloggers. Try to identify local bloggers and get them to talk about your site, and link to it. Localized links also matter a great deal for local SEO.
