Question: My website was built in 1997 using Frontpage Express and I was taught how to do my own update so I know it well. Is this format Google & SEO friendly or should the whole page be rebuilt with another webpage program?
Answer: To Google all websites are just a collection of HTML code. This is a harsh reality for website designers to grasp. Google is a machine, it does not care if your website is beautiful, it does not care if your website looks like the Apple iPhone, it does not care if your website was designed using FrontPage 200 years ago.
All of the basic principles we teach in our classes on search engine optimization are all relevant to your issue.
So, from eight search engine optimization perspective, you can stick with FrontPage and do just fine. From the perspective of humans and being cool, however, it is time to migrate. I highly recommend WordPress as the best modern platform for effective search engine optimization.
