Question: I feel as if I should call you Dr. McDonald. Perhaps I have just done so.

I am starting a business and attempting to target client
Answer: In terms of International SEO, there are some options, but the basic rules of SEO are the same across all Google sites. First and foremost, get the target cities / countries on your website, and build localized landing pages. So if you target is someone who might do a search like ‘replacement roller manufacturers in Japan,’ then you have to create content on your site that ‘matches’ that keyword search. This works best for Google.com, which is technically speaking the US based Google.
In terms of truly localized SEO, you then want to create specific websites with the target domain extension and hosted IN the local country. So for Japan, for example, your target is http://www.google.co.jp/, and your domain extension is .mx. You want to a) register a domain that ends in .jp, and b) be HOSTED in Japan. Even better you want to LOCALIZE that website with a physical address in Mexico, and a Google+ local listing in Japan. Then, login to Webmaster tools and tell it that you are IN Mexico and TARGET Japan. The complexity here is you end up managing a LOT of micro sites for each country.
Finally, you can also use AdWords. One of the best things in AdWords is local targeting. So you could do a specific JAPAN campaign and send that traffic to your regular website. So if you show up WELL in USA searches, you just target the specific countries where you DO NOT show up.
It’s all about architecting where you want to show up, what the search keyword patterns are (don’t forget do they use Google.com, or Google.co.jp?), and then what are the available resources to use.
