Answer: Yes, you can and should. The main thing about a TITLE tag is to get the keywords that people search into it. You can use formats like
Cat Boarding | San Francisco | Vetrinarian
Cat Boarding – San Francisco, CA – Vetrinarian
What looks sort of spammy to Google is the comma comma comma as it is so common –
Cat boarding, san francisco, CA, vetrinarian
Even words is just a long, long, long, long, long, long series of comma comma comma phrases. Clearly spammy and that will hurt you, not catastrophically but it will hurt.
THINK like Google. If you were programming and looking for spammy TITLEs wouldn’t you program it to look for unusually long strings of commas? I would and they do.
