Question: What are frames?
Answer: Frame websites are the leisure suits of web design. They were VERY popular in the mid-1990s. They’re harder and harder to find. Here is a design example – http://www.quackit.com/html/examples/frames/. What you notice is that the URL does NOT change as you click around.
What frames do is destroy the one-to-one correspondence on the Web between an individual page and the content on it… So Google doesn’t like them, as they are confusing.
Just don’t use them. But again, they have largely gone out of style.
