Answer: The principles of SEO are the same, no matter what language. That said, you can localize some of the tools such as the Google AdWords Keyword tool to countries (e.g. Canada). You can also search the Google.ca site.
For localization issues, you want to a) be hosted in the host country (e.g. Canada), and b) have a domain extension that matches that host country (e.g. .ca not .com).
Localization and language issues are interrelated. But keyword research and HTML tag structure will be the same across domains and websites.
