Answer: Yes, this IS a problem. In general, for Google+ Local (formerly Google Places) it is ONE business per address and ONE business per phone number. You might sneak by, but if it’s detected Google might shut down one or both.
A few businesses have different SUITE numbers but the same physical address. So you might fudget the suite number and be OK, but the same phone number is not a good idea. So I would recommend at least a ‘fake’ suite number and a different phone number. Many businesses exist in suites and what not, so in that case you’ll probably be fine.
But, not a recommended practice.
