Answer: TITLE tag is the MOST IMPORTANT tag on ANY page of your website, including the HOME PAGE. It has a CHARACTER limit of about 69 visible characters, less than 80 indexed. So, first point, you cannot and should not STUFF it with keywords. I recommend less than 80 characters.
Secondly, comma, comma, comma is not a good technique. Google sees this clearly as spam and deprecates comma, comma, comma phrased TITLE tags. So try to write in sentence format, or if not sentence, bullet-like English.
Our home page TITLE for instance is:
Free SEO Training and Social Media Classes – Online | NYC | Chicago | Houston
Short, sweet, to the point – contains our target keywords and three of the largest cities in the USA (for phrases like ‘SEO TRAINING NYC’).
Thirdly, for your HOME PAGE you have to CHOOSE your keywords wisely starting with your TITLE tag. You have a LIMIT, so use it for your hardest yet most important keywords.
As for FREE SHIPPING USA AND CANADA, I would NOT put that in the TITLE tag as that hogs a lot of characters. It might be good in your meta description which is 155 characters, or even better once they land. Think about the landing page experience.
