Question: Why do some websites not provide a sitemap.xml file?
Answer: The XML sitemap is OPTIONAL. It is an advanced technique, not required. It helps especially in terms of indexing. But it is not required, and many sites do not do it.
When I teach the SEO classes, I emphasize doing the biggest bang for buck things first. Like TITLE tags! The XML sitemap comes later. But, in terms of best practices, it is a best practice as you are rolling out a red carpet for Google.
