Question: If your CMS is not using header tags, would you recommend using a header tag styled to look like the rest of the text to bracket keywords that are embedded in the text?
Answer: First question. Hiding text from Google. The classic here is white text on white background. Google is hip to this, and if it finds your site doing this, yes definitely this is a big knock against you. Dirty tricks – showing Google one thing / showing humans another – is not a good idea.
In terms of CMS, you can – however, – make the H1 / H2 big small Trebuchet, Arial, whatever. Those stylistic issues do NOT matter to Google. Just keep it within reason and you will be fine.
