Question: With regard to the San Fran florist example, would every page have key words San Francisco, florist, flowers. Or would the keywords for each page differ. e.g. might the Birthday page have birthday, presents, flowers?
Answer: They DIFFER, and very strategically so. A good SEO-friendly website architecture is to have many unique, laser focused landing pages. One, for birthday flowers; one for mother’s day flowers; one for funeral flowers, etc. These would be optimized for those keyword searches, plus in this probably the geographics as well (San Francisco).
The home page is SPECIAL in terms of SEO. It can’t be laser focused, as it needs to represent your entire website. That said, the MOST IMPORTANT keywords for the entire website go into the home page TITLE tag and then it is used as a GATEWAY / one click access to the landing pages.
But to some up, for SEO / Google purposes, you want laser-focused landing pages. A good rule of thumb is one keyword family = one landing page. Check out geico.com, and you will see that each unique product has a unique page to the website. This laser focus nature is by design (!).
