Answer: Yes, I call this ‘double nesting.’ GEICO.com does this on their home page as well. So they use the H2 tag for their primary business units, such as ‘Motorcycle Insurance’ and then they also have an A HREF that points FROM the home page to the landing page.
So definitely yes yes yes. Especially on the home page. This is a common, and great, strategy to focus Google’s attention.
