Answer: You have a number of questions here about keywords and page tags. First, in terms of keyword density, in my opinion, really heavy densities work better. Take a look at geico.com, and notice just how heavy their pages are. Then do searches for keywords like ‘online motorcycle quotes,’ etc. They come up frequently. Now, many in the SEO community, say do not overdo density… and I agree… But the density that works is rather heavy! So, yes, pretty repetitious actually works best.
Dashes of the | do not really matter in terms of your page tags. But that said, strive for natural speech / writing. So I would never just have a string of keywords separated by commas… Rather I would write quasi sentences. Such as <TITLE> San Francisco Personal Injury Attorney – Medical Malpractice, Specialty </>TITLE> rather than San Francisco, Bay Area, Personal Injury Attorney, Lawyer. All things considered, Google will reward the more natural syntax.
As for your third question, generally, yes the rules apply to Bing as well. Yahoo is dying a sweet cold death, and will be replaced (is being replaced) by the Bing engine. So we are living in a two engine world: Google with about 7O% market share, and Bing with about 30% (that is generous to Bing, BTW).
